In Ukraine, there is a lack of synchronization between the Territorial Recruitment Centers (TRC) and the Pension Fund and Ministry of Social Policy. As a result, citizens entitled to deferment, such as parents of many children and individuals with disabilities, must visit the military enlistment office in person.
Otherwise, individuals may face a fine that is nearly impossible to contest in court. This is highlighted in the article by "Telegraph" "The TRC lacks foresight. What you need to know about summons and fines for people with disabilities".
"The Ministry of Defense has already established exchanges with the databases of the Ministry of Justice and the Tax Service, allowing reserved employees to enjoy convenient services through "Diia." However, synchronization with the Pension Fund and the Ministry of Social Policy, which would enable automatic recording of disability or other grounds for deferment, has not yet been implemented," the publication states.
Consequently, individuals with disabilities, parents of many children, guardians, and students are compelled to personally approach the TRC to inform them of their status. This must be done within 7 days. Otherwise, these individuals risk facing a fine, which is not always easy to appeal, especially when a summons has already been delivered.
"The law on military duty requires that changes in family status, health condition, and other similar changes be reported to the TRC within a seven-day period. Automatic notifications about disability do not reach the TRC. If an individual wishes to apply for a deferment or withdraw from military registration, they must notify the TRC themselves," explained Roman Likachev, a lawyer at the Ukrainian Helsinki Human Rights Union, to "Telegraph."
It should be noted that the National Police, at the request of the TRC and the Security Service, may search for individuals who have violated military registration. Often, citizens are unaware that they are being sought. "Telegraph" has reported on how to find out why you are being searched by the TRC.
