This is mentioned in Zelensky's video address.
The President announced that he would attend the summit in Budapest at the invitation of Hungarian Prime Minister Viktor Orban and President of the European Council Charles Michel.
Zelensky emphasized that the meeting will address "security challenges in Europe, as well as new opportunities for all partners." Additionally, he announced a series of "meetings and agreements with European leaders."
On October 31, Volodymyr Zelensky stated that Ukraine and Hungary are working on preparing a "bilateral document". He mentioned that part of the agreement, aside from the issue of the Hungarian national minority, includes security matters and Ukraine's NATO membership.
The spokesperson for the Hungarian Ministry of Foreign Affairs, Mate Paczolai, countered that part of this agreement will involve Ukraine's NATO membership. According to him, this was "clearly communicated to the Ukrainian side."
The European Political Community is a platform for political and strategic discussions regarding the future of Europe, established in 2022 after the full-scale Russian invasion of Ukraine. The group first met in October 2022 in Prague with participants from 44 European countries. The President of the European Council, Charles Michel, and the President of the European Commission, Ursula von der Leyen, also participated.
The idea to create such a group was proposed by French President Emmanuel Macron and was supported during the European Council leaders' summit in 2022. The first meeting of the EPC took place on October 6, 2022, in Prague (Czech Republic).
