The head of state stated this in his evening video address on November 17.
Zelensky noted that "many in the media are saying that Ukraine has received permission for retaliatory actions." However, "strikes are not delivered with words," the head of state remarked.
"Such things are not announced. The rockets will speak for themselves. For sure," Zelensky emphasized, hinting that permission does exist.
The president also reminded that one of the main points of the Victory Plan is to provide Ukraine with long-range strike capabilities.
The New York Times, citing American officials, was the first to report that U.S. President Joe Biden authorized Ukrainian forces to use long-range ATACMS missiles to strike Russian territory two months before the end of his term. This information was later confirmed by sources from the Reuters news agency.
As explained by the journalists' sources, the authorization to use ATACMS was a response to Russia's decision to enlist North Korean troops for the war against Ukraine.
The weapons are likely to be initially used against Russian and North Korean forces in the Kursk region. Reuters sources indicated that Ukraine plans to launch ATACMS strikes in the coming days.
