This was reported by the head of the Luhansk regional military administration, Artem Lysogor.
He explained that for most of the population, payphones are the only means of communication in the city, as the option to install landline phones at home is limited.
“Therefore, these four oases of civilization remain. By using them, one can call emergency service numbers and other local subscribers. And exclusively during the day — until the start of the curfew. Calls outside of Rubizhne and to mobile numbers are unavailable,” Lysogor stated.
Earlier, he reported that Russians had disabled mobile communication for residents of cities close to the front line in the occupied part of Luhansk region. People are forced to travel 30-50 km from their settlements to call their relatives or resolve matters.
Additionally, one of the operators has introduced a per-minute billing system for residents of Lysychansk, Severodonetsk, Rubizhne, and Kreminna. According to Lysogor, a minute of calls to landline numbers costs 1.8 rubles, while calls to other Russian operators cost 3 rubles. Mobile internet is priced at 12 kopecks per megabyte. This means that video calls with relatives will cost at least 100 rubles.
