The head of the Dnipropetrovsk Regional State Administration, Sergey Lysak, stated this.

He also mentioned that the shelling damaged a rehabilitation center for people with disabilities; however,
there were no casualties there. The attack also affected a garage cooperative, resulting in a fire. Additionally, two private homes were damaged due to the missile strikes.
On the morning of November 21, Russian forces launched a massive missile strike on Dnipro. As a result of the attack, an industrial enterprise and a rehabilitation center for people with disabilities were damaged.
The Russians struck the city with an intercontinental ballistic missile, an air-launched ballistic missile, and seven cruise missiles. The air defense managed to neutralize 6 enemy targets.
