After February 4, those with limited fitness will be granted an additional 3 months to undergo the military medical commission (VVC, but the Ukrainian variant — VLK, військово-лікарська комісія — is more commonly used). Electronic referrals will begin to take effect starting January 28.

This was announced by the Deputy Head of the Office of the President of Ukraine Irina Vereshchuk during a telethon. According to her, the state's requirement for all "limited fitness" individuals to undergo VLK by February 4, 2025, faces several obstacles.

In particular, the following issues have been noted:

  • a huge number of people needing to undergo the medical commission (over 1 million individuals);
  • the necessity for local TCCs to issue referrals for initiating the VLK process, without which it is impossible to see doctors for the medical examination, and this also requires waiting in line.

To address this issue, the president's office, in collaboration with the government, has prepared two solutions that need to be approved by the government and parliament.

"Those "limited fitness" individuals will have an additional 3 months to retake the VLK," Vereshchuk emphasized.

She added that starting January 28, "limited fitness" individuals will be able to receive electronic referrals for the VLK. Additionally, the long queue serves as a legitimate reason why people have been unable to complete the VLK on time.

According to the official, the electronic referrals, combined with at least a three-month extension, will help resolve the VLK issue for those with "limited fitness."
