Ruslan Stefanchuk pointed out that, according to data from the committee on national security, as of today, only about 25% of these citizens have undergone a repeat examination. This poses a risk that the remaining conscripts may face administrative penalties and fines ranging from 17,000 to 25,500 hryvnias, he emphasized.
“Since the process of undergoing the VVK takes time, and the workload on the TCK and SP has significantly increased, it was decided to extend the deadline for the repeat examination. This initiative was supported by the General Staff of the Armed Forces of Ukraine and the Ministry of Defense of Ukraine,” the head of parliament explained.
In January of this year, a draft law №12457 was registered in parliament, proposing to extend the deadline for undergoing a repeat medical examination until June 5, 2025.
“It is important to note that this obligation will not apply to individuals with disabilities. Citizens will be able to receive a referral for the VVK either through the territorial recruitment and social support center or through the electronic cabinet of the conscript, military personnel, and reservist,” Stefanchuk indicated.
Members of parliament reached an agreement with the military leadership that until the new proposed law comes into effect, fines will not be imposed, and these citizens will not be subject to search, the chairman of the Verkhovna Rada reported, referring to information from the relevant committee.
“Considering the urgency of this issue, I hope that we can adopt this project in its entirety in the shortest possible time,” he concluded.
Deputy Head of the President's Office Iryna Vereshchuk stated on January 24 that the majority—over one million partially fit individuals—had not yet undergone the repeat military medical commission, although they are required to do so by February 4, inclusive. Among the reasons, she mentioned that they had not received summonses from the TCK or could not do so due to queues.
Vereshchuk noted that it is “absolutely unrealistic” to conduct medical examinations for such a large number of people by February 4, so the people's deputies are working on legislative changes to extend the deadline for the repeat VVK. It was also planned to postpone fines for failing to undergo the VVK.
At the same time, the agenda for the Verkhovna Rada meeting on February 4 did not include the issue of extending the deadline for mandatory VVK for those who previously had the status of partially fit.
Recall that in April, President Volodymyr Zelensky signed a law that abolishes the status of “partially fit.” There are now two categories of fitness for military service—“fit” and “unfit.”
All conscripted men who were previously classified as partially fit must undergo the repeat military medical commission by February 4, 2025, inclusive. Failure to undergo the repeat VVK may result in a fine of 17,000 to 25,500 hryvnias for those classified as partially fit.
