Total Assistance Received by Ukraine

According to research from the Kiel Institute, Ukraine received approximately 267 billion euros in assistance over three years of full-scale invasion—about 80 billion euros per year. This amount can be roughly allocated as follows:

  • 130 billion euros (49%) were allocated for military assistance;
  • 118 billion euros (44%) for financial support;
  • 19 billion euros (7%) for humanitarian aid.

Europe or the USA—Who Provided More Assistance to Ukraine?

At the onset of the full-scale invasion, the United States became Ukraine's primary partner. In March, President Joe Biden approved a grant of 13.6 billion dollars for Ukraine. By April, the U.S. announced an additional aid package of 500 million dollars. Furthermore, various types of weapons were supplied to our country, which also incurred significant costs.

The European Union ranked second after the U.S. in terms of financial assistance to Ukraine. In 2022, at the beginning of the full-scale war, Western partners allocated 2 billion euros to support the "green economy," and Ukraine received another 1.2 billion euros in March. In the fall, the EU decided to provide Ukraine with 9 billion euros in macro-financial assistance. It is worth noting that 82% of this assistance consists of loans, while only the remaining 8% is in the form of grants.

By around mid-2023, the roles in financing Ukraine began to shift between the U.S. and Europe (including EU countries). The U.S. Congress blocked the provision of aid to Ukraine, leading to a decrease in support flow. In 2023, the U.S. provided Ukraine with 10.95 billion dollars in financial assistance. Concurrently, Ukraine signed a Memorandum of Understanding and a Loan Agreement with the European Union regarding the provision of 35 billion euros in macro-financial assistance. Throughout 2023, the EU allocated to Ukraine:

  • 66 million euros for school reconstruction,
  • 50 million euros for energy support,
  • 110 million euros for humanitarian aid to Ukraine and refugees.

In the final months of his presidency, Joe Biden attempted to rectify the situation and strengthen support for Ukraine. The amount of aid from the U.S. increased again. By the end of 2024, Biden announced an allocation of nearly 2.5 billion dollars for Ukraine. Shortly thereafter, the U.S. announced another aid package for Ukraine amounting to 500 million dollars.

Donald Trump, Biden's successor, spoke of the colossal funds that the U.S. allocated to Ukraine upon taking office. The Republican claimed that during the war, our country allegedly received between 300 and 500 billion dollars in assistance from the U.S.

In contrast, Ukrainian President Volodymyr Zelensky cited significantly lower figures. According to him, during the full-scale invasion, Kyiv received far less from Washington than Trump claims.

"As the president of a warring country, I state: we have received over 75 billion dollars in U.S. assistance. Therefore, 100 billion out of these 177 billion dollars, or even from 200 billion, as some say, we have never received," emphasized Zelensky.

Overall, Europe (European countries and the EU) surpassed the United States in the total volume of assistance to Ukraine. Partners allocated 70 billion euros in financial and humanitarian aid to our country. Additionally, military assistance amounted to approximately 62 billion euros. In contrast, the U.S. provided Ukraine with about 64 billion euros in military assistance and 50 billion euros in financial and humanitarian allocations.

Despite Europe surpassing the U.S. in the amount of assistance provided to Ukraine, the total support remains relatively low. For instance, Germany, the United Kingdom, and the U.S. allocated less than 0.2% of their GDP annually to support Ukraine. France, Italy, or Spain contributed only about 0.1% of their annual GDP. In fact, even small domestic political priorities receive more funding than assistance to Ukraine.

Financial Assistance from Other Countries

Currently, the question of extending assistance from the U.S. hangs in the balance due to ambiguous statements from Donald Trump. Nevertheless, many other countries continue to support Ukraine. Aid continues to flow, particularly through funding from the World Bank and other international organizations. Here we present data from just a few of the many countries supporting our state.

A strong partner for Ukraine has been the United Kingdom. Overall, the United Kingdom has pledged 15.1 billion dollars for Ukraine. It is known that our country has received over 5 billion dollars from Britain. Additionally, the countries signed an agreement for a 100-year partnership.

Canada has provided approximately 1.8 billion dollars in assistance to Ukraine since February 2022. Furthermore, Canadian military forces have trained around 40,000 Ukrainian servicemen since 2015. This program has been expanded and extended until March 2026.

From 2023 to 2027, Norway has pledged to allocate around 1.4 billion dollars a year to Ukraine. Support for our country has increased. While Norway provided about 1 billion dollars in 2022, the figure is expected to rise to approximately 2.4 billion dollars in 2024. This year, they plan to increase assistance further.

A significant amount of assistance has also been provided to Ukraine by Japan. The total cost of ammunition and weapons supplied to us has exceeded 3 billion dollars. Ukrainian defenders received helmets, body armor, drones, and other non-lethal equipment. Monetary assistance from Japan amounted to 581 million dollars.

Germany has become one of the European countries that provided the most financial assistance to Ukraine in the first year of the large-scale war. It allocated 1.3 billion euros. Additionally, various types of weapons were supplied to our country. Germany allocated over 8 billion euros in 2024 and plans to continue support this year.

Poland has allocated over 3 billion euros in assistance to Ukraine. In 2024, the country's government stated that Poland ranks first (by GDP) among all countries that participated in aiding Ukraine.

Other countries such as France, Estonia, Italy, Finland, Norway, Latvia, and Estonia are also assisting Ukraine. Our country has also received support from the Czech Republic, Lithuania, the Netherlands, Slovenia, and others.

It is worth noting that after a conversation with Swedish Prime Minister Ulf Kristersson, Volodymyr Zelensky announced that Ukraine would soon receive a new aid package. This will be the 18th military assistance package from Sweden.

U.S. President Donald Trump has for the first time provided precise figures on American assistance to Ukraine. His statements effectively contradicted his previous assertions.
