The Russian military leadership continues to formulate long-term plans regarding the war in Ukraine. This indicates that they do not intend to end the war anytime soon.

This insight comes from the Institute for the Study of War (ISW), as reported by Newsweek. In particular, the Russians have plans to encircle and seize the city of Kupiansk in the Kharkiv region.

"The assessment that Moscow is planning a series of slow but steady offensives suggests that Putin is not in a hurry to conclude the war, despite the urgency expressed by the new Trump administration for a swift resolution to the conflict," the report states.

According to ISW, the Russians are using the tactics employed in the capture of Avdiivka in February 2024 as a model for their subsequent operations. Following the same principle—by slowly encircling frontline cities—Uglidar and Velyka Novosilka were occupied.

However, if the Russians intend to capture Kupiansk, it will take a considerable amount of time. ISW estimates that this could take between six to nine months.

"The Russian command is likely operating under the assumption or direct knowledge that President Vladimir Putin has no intention of ending the war in Ukraine in the near future," analysts say.

Thus, they are convinced that Putin is unlikely to engage in negotiations regardless of what Trump may say.

As previously reported, U.S. Secretary of State Marco Rubio stated that Trump is determined to achieve peace in Ukraine and bring long-term stability to Europe. However, he added that both sides would need to make compromises for this to happen.
