Not everyone will be subject to mobilization. Who can apply for a deferment in March?

The state of martial law and general mobilization in Ukraine has been extended until May 2025. However, certain categories of citizens may receive a deferment from conscription.

This applies to individuals with specific family circumstances, as well as those facing health issues or working in strategically important sectors. "Telegraph" has clarified who can take advantage of the right to deferment in March 2025, what documents are necessary, and how to apply for it.

According to Article 23 of the Law of Ukraine "On Mobilization Preparation and Mobilization," the right to deferment is granted to:

  • people with disabilities or temporarily unfit for health reasons (from 6 to 12 months based on the conclusion of the Military Medical Commission, with mandatory re-examination);
  • parents of three or more children under 18 years old (except for those with outstanding alimony debts);
  • single parents or those raising a child under 18 in the event of the other parent's death, deprivation of parental rights, or being declared missing;
  • individuals raising a child with a disability or serious illness;
  • citizens who care for minor orphans or children deprived of parental care;
  • those who care for severely ill relatives (spouse, child, one of the parents, or parents of the spouse, requiring constant care);
  • guardians of individuals declared incapacitated by the court;
  • men whose wives have a disability of the I or II group.

Additionally, deferment can be granted to:

  • family members of the second degree of kinship caring for individuals with disabilities of the I or II group (in the absence of close relatives of the first degree);
  • people with a minor child, if their spouse is serving in the military;
  • relatives of those who died or went missing during combat operations;
  • family members of individuals posthumously awarded the title of "Hero of Ukraine";
  • military or civilian men released from captivity (may only be drafted at their own request);
  • students studying in full-time or dual form (if pursuing a higher level of education than the previous one);
  • research workers, educators, and teachers working at 0.75 of a full-time position and holding the appropriate degree or title.

Updated Rules for Employee Reservation

As of November 22, 2024, the Cabinet of Ministers resolution No. 1332 has come into effect, introducing significant changes:

  • deferments processed through the Ministry of Economy or the "DiiŠ°" portal are valid only until February 28, 2025;
  • critically important enterprises must confirm their status by the end of February, otherwise the reservation of their employees will be annulled.

How to Apply for a Deferment

To obtain a deferment, one should contact the territorial recruitment center (TCK and SP) with the following documents:

  • passport;
  • military ticket;
  • documents confirming the grounds for deferment (disability certificate, children's birth certificates, medical conclusions, etc.).
