This was stated by the spokesperson for the Ministry of Foreign Affairs of Ukraine, Georgiy Tikhiy.
Tikhiy explained that Ukraine has repeatedly employed long-range strike capabilities against the Russians in temporarily occupied territories, but Russian President Vladimir Putin "began to panic" when strikes occurred on Russian territory itself.
"Therefore, he is fully aware of the difference between Russian territory and the territories he is trying to steal from Ukraine," emphasized the spokesperson for the Ukrainian Foreign Ministry.
He also noted that under Article 51 of the UN Charter, Ukraine has the full right to strike any legitimate military targets on Russian territory.
"Russia can only blame itself for the consequences of its decision to attack Ukraine," added Tikhiy.
In the early morning of November 21, Russian forces attacked the city of Dnipro with missiles of various types. In particular, according to Ukrainian President Volodymyr Zelensky, the Russians used the intercontinental ballistic missile "Rubezh" for the first time.
In response, the Astrakhan region of Russia, from where the launch originated, was attacked by drones.
Later that same evening, Putin stated that during the morning attack on Dnipro on November 21, the Russians used the medium-range missile "Oreshnik".
He also claimed that the war has taken on a global nature and believes he has the right to use weapons against "military targets in those countries that allow the use of their weapons against Russian facilities."
