A total of 523 prosecutors have disabilities, with most having acquired them before the onset of the full-scale war.

This is reported by the Office of the Attorney General based on the results of an internal investigation that is ongoing and covers all regions, special prosecutors, and the central office.

A significant increase in this percentage is observed in the prosecutors' offices of Khmelnytskyi (29%) and Cherkasy regions (27%).

At the same time, the Attorney General's Office notes that 386 prosecutors, or 74%, received an initial decision from the MSEC regarding disability establishment before 2022.

Two prosecutors were assigned a group I disability, 328 received group II, and 193 were assigned group III. Among the prosecutors with disabilities, there are 348 men, or 67%.

Prosecutors with group I or II disabilities are entitled to benefits. The disability pension equals the pension for years of service, provided there is a corresponding 10-year work history.

Out of those with group I and II disabilities, 229 prosecutors (about 70%) were receiving pensions on that basis.

The Attorney General's Office assured that they are working together with the State Bureau of Investigations and the Security Service of Ukraine to eradicate corruption in the MSEC and the prosecutor's offices.

In October, the Attorney General mandated that prosecutors inform human resources about their disability status.

On November 11, searches were conducted in several regional prosecutor's offices, hospitals, and MSEC as part of the investigations. Earlier, there were documented instances of the issuance of certificates indicating signs of forgery.

Scandals with MSEC

On October 4, law enforcement officials exposed the head of the medical and social expert commission (MSEC) in Khmelnytskyi region, Tatyana Krupa, and her son Alexander Krupa, the head of the regional Pension Fund, for illegal enrichment amounting to millions of dollars.

Subsequently, “Censor.NET” reported that the law enforcement agencies in Khmelnytskyi region were aware of the large-scale corruption scheme involving Krupa, as they were complicit. Dozens of prosecutors, including the regional prosecutor, were able to obtain disability status.

In light of this scandal, law enforcement began checking officials in Khmelnytskyi region and MSEC employees. The Ministry of Health conducted inspections and overturned the conclusions of the Khmelnytskyi MSEC regarding the establishment of disability for 74 military personnel. President Volodymyr Zelensky approved the decisions of the NSDC aimed at restoring justice.

Thus, the Attorney General of Ukraine Andriy Kostin has resigned. The MSEC in its current form is expected to be dismantled within this year. The government will present a solution for the digitalization of all stages of the MSEC process.

The Pension Fund, together with the State Bureau of Investigations, the National Police, and the SBU, is tasked with conducting a rapid audit of all disability pension payments to prosecutors and other officials in government agencies.

The president also instructed the NAPC to develop draft laws that would define the head and members of the MSEC as subjects of criminal liability for illegal enrichment and as defendants in cases of recognizing assets as unjustified.
