Martial law and general mobilization in Ukraine have been extended until May 2025. During this time, men aged 18 to 60 are prohibited from traveling abroad.
At the same time, the government has approved a list of categories of citizens who can legally cross the border with the necessary documents. According to the Resolution of the Cabinet of Ministers of Ukraine ā57, the following categories of military conscripts are allowed to leave the country:
- men with disabilities of any group;
- parents of many children (three or more children under the age of 18);
- guardians and caregivers of individuals with disabilities of groups I or II;
- parents of children with disabilities or severe illnesses;
- men who are single parents of children under 18;
- citizens removed from military registration due to health conditions;
- men whose relatives died in the war or are missing in action.
Workers in critical sectors and specialists:
- drivers transporting humanitarian cargo or working in international transport;
- railway workers ensuring the operation of railway transport;
- diplomats and their families assigned abroad;
- athletes and coaches participating in international competitions;
- sailors and aviation personnel working on international routes;
- citizens permanently residing abroad and possessing the relevant documents.
Students and educators:
- Ukrainians studying at foreign universities with verified documents;
- cadets and students of aviation schools undergoing flight training;
- participants in international academic mobility programs.
What documents are needed for departure
To confirm the right to exit, the following documents are required:
- certificate from the Medical and Social Expert Commission (MSEC) for individuals with disabilities;
- birth certificates of children and court decisions on guardianship;
- certificates of removal from military registration;
- documents related to education or participation in sports competitions;
- permits for international humanitarian transport.
It should be emphasized that a work visa does not serve as proof of permanent residence abroad.
Earlier, "Telegraph" reported how military conscripts can obtain a passport abroad. The State Migration Service clarified that no additional documents will be required.
