According to the investigation, the commander of the Northern group of troops made the decision and tasked the chief of staff with developing a plan to strike the construction hypermarket "Epicenter." In turn, the chief of staff of the 6th Army of the Air Force calculated the timing, number of aircraft, and aviation means of destruction.
Subsequently, the commander of the Northern group of troops approved the plan. The commander of the 6th Army of the Air Force and Air Defense organized the combat use of Su-34 aircraft against the "Epicenter" building — issuing a combat order to the commander of the 47th Bomber Aviation Regiment.
Later, this commander ordered his subordinate servicemen to carry out an airstrike using unified munitions (UMPB D-30SN) against the construction hypermarket.
They were informed of the suspicions for violating the laws and customs of war, associated with intentional murder and committed by a group of individuals in premeditated conspiracy (part 2 of article 28, part 2 of article 438 of the Criminal Code of Ukraine).
On May 25, 2024, the occupiers hit the construction hypermarket "Epicenter" in a residential area of Kharkiv. At that time, 19 people were killed and more than 50 were injured.
President Volodymyr Zelensky stated that there could have been more than 200 people in the hypermarket.
"Epicenter" claims that the company's staff did everything possible for the prompt evacuation of visitors and employees; however, the strikes occurred within minutes of receiving the danger signal.
