The amendment regarding Putin was submitted during the discussion of the resolution "Europe's Commitments to a Fair and Sustainable Peace in Ukraine." It stated that Vladimir Putin should be recognized as a terrorist under whose leadership numerous acts of terror against civilians were committed. However, the Parliamentary Assembly of the Council of Europe did not accept this.
MP Merezhko was denied in writing. It was noted that recognizing Putin as a terrorist could be equated to using foul language, which is deemed inappropriate.
"The Secretariat refers to the fact that amendments cannot contain personal insults. But excuse me, for every international lawyer, it is clear that 'terrorist' is a legal, juridical term. Moreover, the Assembly has already recognized Russia as a terrorist regime!" — stated MP Merezhko.
He also added that it should not be the Secretariat that makes this decision. In the opinion of the MP, PACE members could have rejected the amendment if they considered it inappropriate.

The president also supported Donald Trump's statements regarding possible negotiations with Russian President Vladimir Putin. He noted that the stance on economic pressure on Russia is justified.
