Regarding the funds that were not utilized from the programs of former President Joe Biden, the speaker urged to wait for "how the contact between the Ukrainian and American sides will unfold."

At the same time, he assured that "all issues can be resolved" and that supporting Ukraine is a strategic goal for the U.S.

Meanwhile, "Voice of America," citing the U.S. Department of Defense, writes that assistance to Ukraine in the security sector is not subject to the restrictions of Trump's foreign aid decree. According to him, it only pertains to development programs and not military support.

Furthermore, this decree does not affect the supply of weapons from U.S. stockpiles under the PDA program, which Joe Biden announced and which have not been spent or are only planned.

To recall, the Presidential Drawdown Authority (PDA) is a presidential directive that allows the U.S. president to transfer defense goods and services from U.S. stocks in response to emergencies. Of the total aid package to Ukraine amounting to $60 billion, the PDA covered $7.8 billion.

Earlier, the Center for Counteracting Disinformation at the National Security and Defense Council of Ukraine also stated that Trump's decree does not concern aid to Ukraine. Meanwhile, Defence Express explained that the Trump decree does not affect military assistance to Ukraine specifically, but may impact other types of assistance—particularly, aid through USAID for restoring damaged infrastructure.

During the election campaign, the sitting U.S. president stated that he would halt financial assistance to Ukraine, calling Ukrainian President Volodymyr Zelensky "the best salesman among all politicians who have ever lived."

After his reelection, he suggested that under his presidency, Ukraine would likely not receive as much assistance as from the previous administration.
