According to him, Ukraine is exploring new methods for recruiting into the army, as the current conscription system is hindering progress.

One of these methods is the "honest contract" — a plan primarily aimed at individuals aged 18-25, as well as those who have deferments. He stated that it includes financial incentives, clear guarantees of training, and measures to ensure dialogue between soldiers and their commanders.

This plan is already in the final stages of preparation, Palisas assures, adding that it will address calls from the U.S. to lower the conscription age.

“To ensure that the unit commander and the contracted soldier have open and professional relationships, and to establish clear boundaries that are understandable to both. In my opinion, this is crucial for effective dialogue,” he believes.

The Deputy Head of the President's Office also added that his agency, together with the Cabinet and the Ministry of Defense, is analyzing why mobilization efforts have been insufficient.

He mentions that Ukraine has a “huge mobilization resource” — “more than we need to address specific tasks at the front,” but the current conscription mechanism “does not allow us to be as effective as we could be.” To resolve this, Palisas suggests starting an “open dialogue with society.”

Recall that in the internal "resilience plan" of President Volodymyr Zelensky, the second point regarding the front involves changing approaches to management in the army.

According to this, the military leadership is to present a new system of contracts for citizens who have not yet reached the conscription age. The president stated that this way, individuals who cannot be mobilized by law will have the opportunity to demonstrate their capabilities. Their contracts will include motivational components.
