This was reported by people's deputy and head of the committee, Roksolana Pidlasa.

The discussion revolves around Draft Law No. 12245 on the management of public investments, which must be approved by the International Monetary Fund. The Verkhovna Rada is expected to vote on the document this week.

Pidlasa noted that the Committee proposes the following:

  • A penalty of 20% of the value will be imposed for violating the terms of the obligation regarding the quality (completeness) of goods (works, services);
  • A fine of 0.1% of the value will be charged for late fulfillment of obligations for each day of delay, and for delays exceeding 30 days, an additional penalty of 7% of the value will be imposed.

The parliamentarian is convinced that these penalties will continue to encourage suppliers to fulfill defense contracts on time and with quality, despite the repeal of the Economic Code.

"The state must either receive quality weapons or compensation. Given that a single defense contract can cost tens of billions of hryvnias, we are talking about significant amounts," the deputy concluded.
