In Ukraine, mobilization continues, which has been extended until February 7, 2025. At the same time, there are categories of citizens who are exempt from conscription or have the right to deferment.

According to Ukrainian legislation, citizens who have a deferment from mobilization or are unfit for service due to health reasons are not subject to conscription. Reports 24 Kanal.

Men aged 18 to 25

As a general rule, they are not subject to conscription, except for those who have completed military training or have served in the army voluntarily. For those unfit for service in this age group, additional circumstances, such as medical restrictions, are required.

Individuals over 60 years old

Men who have reached the maximum age for reserve service – 60 years – are not subject to mobilization. This is due to the fact that upon reaching this age, an individual is no longer considered physically capable of fulfilling military duties.

Employees of critical enterprises and government bodies

Employees of enterprises, institutions, and organizations deemed critically important for the state may receive deferment. These include:

  • Military enterprises: companies involved in the manufacturing or repair of military equipment and ammunition.
  • Energy, transport, and communications: work at enterprises that ensure energy security or the livelihood of the population.
  • Other strategically important institutions: these can be enterprises operating in the economic sector that directly support the functioning of society during wartime (e.g., food supplies, medical equipment, etc.).

Additionally, government officials are exempt from mobilization:

  • Positions in categories A and B: top-level executives of governmental bodies, as well as heads of regional and district administrations.
  • Prosecutors, police officers, judges, and pre-trial investigation authorities.
  • Diplomats, as well as those working in international organizations or representing Ukraine in the UN.

Such employees may be reserved at their place of work and receive a reservation during the mobilization period.

Deferment due to family circumstances

Men have the right to deferment from mobilization based on the following grounds:

  • Parents raising three or more minor children;
  • Men who have a child whose mother has died, has lost parental rights, is missing, or is incarcerated;
  • Individuals caring for disabled relatives or who have a dependent person with a disability of the first or second group.

Individuals with disabilities

Persons recognized as unfit for service due to health reasons or who have disabilities are not subject to mobilization. This is confirmed by relevant medical statements.

It should be noted that, under the mobilization law, individuals with any disability group are not conscripted.

Students and educators

Full-time students, teachers of higher or vocational education institutions, and researchers are entitled to deferment during their studies or research activities. Deferment is granted based on relevant supporting documents that verify their status.

Earlier, "Telegraf" reported whether "limited fit" men who do not pass the military medical commission in February will be reserved. Violators may have a status of "wanted."
