He stated this during a joint press conference with leaders from Northern Europe in Reykjavik.
The head of state explained that these partner countries are "hesitant to take decisive action against Russia."
Zelensky also pointed out that "some" label the Victory Plan as "unrealistic," but in the president's view, this stems from "excessive fear of Russia, rather than the plan's actual impracticality."
"However, our partners from Northern Europe remain committed and resolute. We discussed, in particular, ways to enhance air defense, the invitation for Ukraine to join NATO, and a united stance to ensure the world has no alternative.", — declared Zelensky.
On October 17, President Vladimir Zelensky presented the Victory Plan in the Verkhovna Rada. It consists of five points and three secret appendices.
According to him, if the plan is successfully implemented, the war could be concluded by no later than 2025. He asserts that the plan will help "force" Russia to participate in the second World Summit and be ready to end the war: "And this is not about freezing. And this is not about trading territories or Ukraine's sovereignty."
The document outlines five points: the first is geopolitical, the next two are military, the fourth is economic, and the fifth is security-related. The first four are designated for wartime to end the conflict, while the fifth pertains to the post-war period.
